The Chair was founded in 1936. The head of the Chair were: Docent H.M. Mesropyan, Professor A.A. Yesayan, Professor A.G. Sukiasyan, Professor Sh.N. Petrosyan, Doctor of Law Kh.A. Torsosyan, Docent V.H. Marukhyan, Professor N.A. Apinyan and since 2005 till now the head of the Chair has been Professor A.G. Vagharshyan.
The following courses are provided in the Chair: Theory of State and Law, History of State and Law of foreign States, History of Political and Legal Teachings, History of State and Law of Armenia, Philosophy of Law, Sociology of Law etc.
During its activity the Chair has published many educational and scientific works: In 1939 Kh. Samuelyan published the first volume of the book of History of Ancient Armenian Law which has been considered as the best research source of the History of Ancient Armenian Law till now. He also wrote The Culture of Ancient Armenia (3 volumes) and other fundamental works. Cilician Armenian State and Law, the State and Law of Urartu, Ancient Iranian Law according to Sasanian Code (Datastanagirq), monographs about Armenian public-political form during early feudalism has been included in the scientific inheritance of the honored figure of science - Professor A.G. Sukiasyan. Professor Sh.N. Petrosyan published several monographs devoted to the foundation of Soviet State and Soviet Armenian Constitutional development. Docent V.A. Musakhanyan has researched the formation and activity of Armenian SSR governance local bodies publishing several monographs about it and M.M. Khachatryan has published works named Federation as a form of State structure, the legal status of Transcaucasia SFS Republic in the formation of SSR Union and other works.
Some of N.A. Apinyan’s works were the following: Soviet Armenian state security bodies during the establishment of socialism (1920-1934), History of Peoples committee of the Soviet Armenian internal affairs, The Internal affairs activity of the Armenian SSR in the scope of offense precaution. He was the co-author of the book - “Issues of Theory of Law” (2003). H.A. Hovsepyan’s 3 works are devoted to the issues of Armenian political and legal history. He is also the co-author of the handbook “Political and legal Doctrines” published in Moscow in 1986, 1989 and 1993.
After 2005 the scientific research activity of the Chair has been rebuilt. To the planned researches of the past a new direction has been added: Comparative Law and Science of Statehood. The governmental institutes of those States, the practice of which are useful for the establishment of Armenian legal governance or are interesting as global political issues, have become themes of research. Traditionally, the Chair has been working on the research of the issues of history of Armenian State and Law, in particular the legal system of Armenian First Republic. The Legal concepts and legitimacy, the issues of law realization, the actual issues of law sources, the basics of law-making technique, the issues of law-enforcement and law-interpretation, as issues of the Theory of Law, have become the objects of research.
During the period of 2000-2014 the Chair has published 12 monographs, 28 educational-methodic handbooks, more than 100 scientific articles, has participated in 6 school-books publications.
Nowadays, the Chair works according to its development program. On the first stage the plans of lectured courses were reviewed. On the second stage the works are held for preparation of new textbooks, educational handbooks, chrestomathy, and practicums. One of the priority issues is the reconstruction of not only the content of lectured courses but also the reconstruction of their scope. As a result, new practical courses are processed and lectured such as basics of law-making, basics of legal technique, the theoretical-practical issues of sources of law. The works are held for exercising the lectures in contemporary interactive methods.
