YSU LECTURER PRESENTED THE REQUIRED CONSTITUTION TO SHAPE A MORAL SOCIETY
The lecturer of the Faculty of Physics of YSU, Meruzhan Harutyunyan, presented today an 18-page booklet on the “Provisions to Shape Moral System” for a public discussion at YSU.
The speaker mentioned that he has been dealing with issues of ethics and constitution for over 30 years and has always thought of how the constitution should be formed that the country will flourish.
“I did not think there was a need in this manual, especially since I was 70 years old. But after seeing a velvety change of power, seeing that public disagreements and dissatisfaction are not over, I have come up with an outline of the constitution that is necessary to build a morale, that is, a moral order,” - added Meruzhan Harutyunyan.
According to the speaker, the above mentioned handbook introduces an outline of the essence of a possible new constitution: “I have made it into consideration, taking into account the experience of our civilization and after studying scientific economics and law for about 30 years,” - he said.
According to Meruzhan Harutyunyan, after the formation of a temporary government, first of all, the main constitution of the new constitution should be drawn, based on which the new society will be built.
“People should know that the changes to be made must necessarily have legal grounds that cannot be reversed. After all, a new constitution should be created within a couple of months, and then this constitution should be explained to people for a month or two, so that people will be convinced that this is the public order they want,”- he added.
According to Meruzhan Harutyunyan, without any new constitution, any legislative changes will be either non-essential or illegitimate.
“The document proposed by me is based on the basic moral norms, so I call this constitution a moral constitution, and I call the social order that it establishes a morality. In my opinion, there is no constitution in any country in the world, in other words, there is no full-fledged morality in any country in the world. There are only more or less categories of the morality. This will mean that Armenia is unique because Armenia will be the first country in the history of our civilization to eventually adopt a completely democratic constitution,” - said Meruzhan Harutyunyan.
M. Harutyunyan said he intends to submit the handbook of his proposals after the public discussion to the prime minister of Armenia.
