STRUCTURAL CHANGES, CONFIRMATION OF REPORTS AND CURRENT ISSUES: MEETING OF YSU BOARD OF TRUSTEES IS HELD
The 12th meeting of the Board of Trustees of “Yerevan State University” foundation has been held today. It has 4 items on the agenda.
The first issue related to making changes in the structure of “Yerevan State University” foundation in 2019.
The Chairman of the Board of Trustees Gevorg Muradyan noted that on May 23 the Academic Council of YSU confirmed the issue of making changes in the structure and staff list of YSU suggested by the reform committee in YSU.
The package of reforms suggested by the Academic Council provides dissolution of the positions of vice-rectors on Academic Affairs and on Scientific Policy and International Cooperation and to join their functions to the functions of two new positions to be formed: the vice-rector on Humanities and Social Sciences and the vice-rector on Natural and Exact Sciences which will coordinate both scientific and educational activity of the majors subordinated to them.
It is also offered to dissolve the position of the vice-rector on YSU Students, Alumni and Public Relations as there are no subdivisions subordinated to it. Instead, it is planned to form the position of a vice-rector on Foreign Relations who is to coordinate international relations, foreign grants, relations with Armenian HEIs, organizations, fundraising activities.
Gegham Gevorgyan informed that the decision was made when he wasn’t member of the Council and today he has some objections as an acting rector.
In particular, he offers that instead of the vice-rector on Foreign Relations there should be the position of International Cooperation and Public Relations. He also added that some subdivisions subordinated to the rector and vice-rectors will be replaced.
The head of the Chair of Applied Sociology Arthur Atanesyan expressed opinion that the discontent with the work of the university was explained not only by persons but rather by the content of the work. He assured that some representatives of the university community provide better PR for the university than the administrative staff and suggested changing the work style of the subdivisions.
The issue of dissolution of the mentioned above positions of vice-rectors and formation of the proposed positions was confirmed by the Board of Trustees.
Then the Board considered the issue of rearrangement of the Accounting Department and formation of Department of Financial Analysis and Department of Accounting. The issue was affirmed too.
The issue of rearrangement of the Department of Procurement Planning and Storage and creation of two separate divisions was affirmed as well.
The issue of rearrangement of the Department for Information Systems and Development into two divisions was confirmed afterwards. Gevorg Muradyan stated that this way the responsibility and effectiveness will increase.
The issue of merging the Centre for Students’ Affairs and the Alumni and Career Centre arose active discussion and it was decided to postpone the it to the next meeting.
The next item on the agenda related to the report on the financial activity, incomes and expenditures of YSU foundation. Gevorg Muradyan informed that a financial audit is being carried out in YSU and offered to carry out a content audit as well to get analysis of the effectiveness of management of financial flows. He also informed that the results of the recent audit are positive.
As regards the issue of making changes in the budget of YSU in 2019 Gegham Gevorgyan informed that the budget of 2019 was affirmed with AMD 672 deficit and suggested its reconsideration.
He also touched upon the necessity of renovation of the university dormitory, purchasing a new water container to solve the problem of water supply.
He also pointed out the necessity of extra pays to encourage extra work and innovations. He particularly outlined that from September 1, some courses will be touched in “Moodle” e-learning system and the tutors who will use this platform should get pay rise.
Besides, he offered to reward the employees of YSU with 50% salary on the event of the 100th anniversary of YSU. This issue was confirmed as well.
The last item on the agenda related to alienation of the base of YSU in Antaramut village of Aragatsotn marz. Various opinions were expressed on the issue and it was decided to postpone it.
