Lawyer, professor, public figure
Galikyan was born on March 5, 1889, in Van. Primary education received locally. From 1908-1912, Galikyan studied at the law faculty of the University of Constantinople, where he participated in the examination of a number of complex court cases under the guidance of Grigor Zohrap, and gained legal experience and skills.
Then he worked as a lawyer-consultant in Van and the Caucasus, and at the same time stood out as a skilled journalist. From 1915, he worked as the secretary of the Tbilisi Committee of Refugees.
In 1919, Galikyan returned to Constantinople and worked as an editor of the "Yerkir" daily newspaper.
From 1908-1922, he was a member of the Hnchakyan Party, and from 1910, a member of the party committee.
In 1922, Galikyan came to Soviet Armenia and held a number of responsible positions in justice bodies. From 1922 to 1923, he was the head of the higher judicial control department of the People's Commissariat of Justice, from 1923 to 1925: a member of the main court and deputy president, from 1926 to 1930: the president and deputy president of the civil cassation collegium of the Supreme Court, then deputy prosecutor of the ASSR in charge of civil cases.
In 1924, Galikyan was invited to work as a lecturer at the YSU Faculty of Law and Economics, and then he was appointed the head of the economic law department of the university. From 1934-1936, was the dean of the Faculty of Law. In 1936, he became a professor.
He authored many legal works: "The Dictatorship of the Proletariat and the Soviet Court" (Yerevan, 1924), "The Protection of Women's Labor" (Yerevan, 1930), "On Inheritance Law" (Yerevan, 1931), "Marriage and Family Law" (Yerevan, 1933), "Soviet Court" (Yerevan, 1936), etc.
On July 29, 1937, he was arrested on charges of anti-Soviet activities. On February 28, 1938, a shooting verdict was issued, which was executed the same day.
In 1956, Galikyan was acquitted, and the case was dismissed due to lack of evidence.
