A PRESENTATION-WORKSHOP ON AN UPDATED INTERPRETATION OF THE THIRD GENEVA CONVENTION WAS HELD AT YSU
A presentation-workshop on the updated interpretation of the Third Geneva Convention was organized today in the conference hall of YSU Academic Council, which was carried out within the framework of cooperation between YSU Faculty of Law and the Red Cross delegation in Armenia.
The workshop was attended by representatives of various organizations, government agencies and scientific centers in Armenia, as well as foreign organizations and their offices in Armenia.
Artak Asatryan, a lecturer at the Chair of European and International Law of YSU Faculty of Law, made an opening speech, noting that the aim of the event was to discuss the Third Geneva Convention with Armenian and foreign partners, to address the issues of its practical application.
Thierry Ribbon, head of the Red Cross delegation to Armenia, stressed that the Geneva Convention adopted in 1949 is a basis for the protection of the rights of people affected by wars and armed conflicts.
Jean-Marie Henckaerts, Legal Adviser in the Legal Division of the International Committee of the Red Cross and Head of the project to update the Commentaries on the 1949 Geneva Conventions and the Additional Protocols of 1977, provided updated comments on the draft comments and the Third Geneva Convention online.
Ara Khzmalyan, reviewer of the updated interpretation of the Fourth Geneva Convention, spoke about the legal application of the interpretations of the conventions during his report on "Updated Comments as a Tool for Lawyers".
"Comments need to be viewed from two perspectives: a tool that any legal professional should use whenever he or she is faced with the task of interpreting and implementing the convention and a source for the specialist, as they are secondary and supportive," said the speaker.
