The commission formed in accordance with the directive N 011, dated July 30,2018 of the head of the State Control Service of the Republic of Armenia is carrying out inspections in Yerevan State University.
According to the decision of the head of the service, the inspection time was prolonged till 2018, November 30, and number of members of the commission was increased from 6 to 17.
Up today all the structural subdivisions of Yerevan State University have shown comprehensive assistance to the inspection commission presenting any document or information required. Moreover, the commission frequently required and studied the documentation related to YSU activity which is beyond State Control Service jurisdiction. However, the administration of the university willingly allotted any information so as to ensure comprehensiveness of the inspection.
At the same time, we claim that no violation has been revealed by the commission up today, no information on supposed violations has been presented to YSU administration, no administrative protocol has been drawn up.
However, today, on October 25,2018 the head of SCS David Sanasaryan, speaking to the journalists at the RA Government about the financial abuse of AMD 350 million reveled in Agrarian University, announced, “Serious violations have been revealed at YSU, I can’t say more, but according to the preliminary data the financial abuse is twice as much as In Agrarian University or even more”.
Thus, without waiting till the end of the inspection, without appropriate summarizing of the results and drawing up corresponding records, the head of State Control Service made an announcement which, in our opinion, aims at misleading the society and contains public assignment to find “serious violations” in the activity of YSU by any means. Also, it is not excluded that such a response is the result of the lack of political experience and unacceptable hurriedness of the top statesman.
Therefore, we condemn such a style of work of the head of the RA State Control Service and urge him to show the attitude of a high-ranking official and ensure impartiality of the inspections.
We claim that any provocation of the commission or not legitimate activity will henceforth be considered as the logical continuity of today’s announcement of the head of SCS.
Simultaneously, we appeal to D. Sanasaryan and demand to make public all the facts the announcement is based on, otherwise we are going to apply for judicial protection of rights.
