THE POSITION OF YSU ACADEMIC COUNCIL REGARDING THE DECISION ON CHANGING STATE BASIC FINANCING
YSU Academic Council sent message expressing its position on the RA Government decision on changing the state basic financing of scientific and scientific-technical activity (N1515, December 27, 2019) to the RA Prime Minister Nikol Pashinyan.
According to the mentioned above decision, the basic financing of the scientific and scientific-technical activity (hereinafter basic financing) was determined as a grant to be disbursed through competition procedure. Up to now certain amounts have been disbursed from the RA state budget to the RA MES Science Committee which has provided financing of this or that scientific or scientific-technical infrastructure in accordance with the Procedure of Basic Financing of the Scientific and Scientific-Technical Activity to ensure its development and preservation.
YSU has three scientific-research institutes and 30 scientific-research centres and laboratories. More than 450 specialists work here, and 200 of them are only researchers, which means that they don’t combine working here with other jobs so they can become unemployed. In the scientific and scientific-technical expenditure program it is mentioned that the state financing is to be provided in the form of grants, and the law on foundations states that the state can’t finance the foundations in the form of grants and a competition is to be announced which means that all educational and scientific institutions working as foundations are to get financing in competition procedure. Besides, at the moment the terms for the procedure of competition are not known yet. YSU organized numerous discussions in this regard.
During these discussions the representatives of the faculty expressed their position warning about the negative impact of this decision on science in general.
Today YSU Academic Council expressed its position regarding the problem.
