YSU COMMISSION FOR REFORMS TO CALL THE FIRST MEETING

The chairman of the commission for coordinating the reforms in YSU is the head of the Chair of Civil Procedure of the Faculty of Law Vahe Hovhannisyan. Representatives of all scientific subdivisions and Student Council are involved in the commission.

At the beginning of the meeting YSU Rector Aram Simonyan greeted the members and expressed hope that all the tasks the commission will set will be fulfilled appropriately. According to the Rector, the necessity of reforms is felt by everyone.

Aram Simonyan assured that he is not going to interfere in the activity of the commission, but expressed willingness to be present at the meetings of the commission if they invite him to provide necessary consulting.

The chairman of the commission Vahe Hovhannisyan stressed that the commission must be completely independent and some conflicts of interests are possible. However, the members of the commission are united with the desire to make improvements in the university.

The chairman of the commission informed that three main directions of the commission activity are to be outlined. “The first stage suggests inventory of existing problems, i.e. the defects and problems related to educational, scientific, administrative activity or financial and technical spheres. We are to inventory the problems related not only to faculties but also to interested bodies. We will send them messages and wait for their replies related to the problems of YSU”.

According to V. Hovhannisyan, the second stage suggests working out concrete programs. “We are to make a plan of activities the implementation of which will provide the desired result. The third and most important stage is working out the staff policy. We are to have firm standards in case of corresponding to which it will be possible to implement that program”.

Vahe Hovhannisyan claimed that the opinions all interested bodies have about the required reforms are important for them. “We will discuss all proposals, filter them as they can be repeated or contradicting one another and then draw up a program”.

The chairman also outlined that the financing of the university is not equivalent. “State participation in the university management is 50 % but in case of budget formation it is 20-25%. It is not proportional, so the most appropriate proposal we can make is to preserve the proportionality, not by decreasing the participation percent but by making the budget formation equivalent”.

The Scientific Secretary of YSU Menua Soghomonyan said that a scheme for the initial stage should be proposed so that the teamwork can be effective.

The participants came up with proposals and made up a decision to collect information on the problems in the faculties and submit them to the commission discussion within a week.
