PROPOSALS ON MAKING CHANGES IN REGULATIONS, THEIR CONFIRMATION, DUSCUSSION OF CURRENT ISSUES AND YSU RECTOR’S RESIGNATION: MEETING OF YSU ACADEMIC COUNCIL IS HELD
The agenda of the meeting consisted of 8 issues.
At the beginning of the meeting the chairman of YSU Trade Union Armen Avetisyan offered to leave out of the agenda the issues 4 and 5 which related to making changes in “The order of allotting student allowances, state and in-university scholarships” and the changes in “The procedure of students’ questioning about the quality and effectiveness of teaching in YSU”, as they are to be additionally processed before being submitted to the council.
The first item of the agenda related to 6 applications for awarding scientific degrees of Associate Professor. The issue was presented by the Chairman of the Competition Commission for Humanitarian Professions of YSU Naghash Martirosyan. To confirm the degrees an accounting commission was formed. The commission involved Gevorg Barseghayn, Manushak Alaverdyan and Ashot Arustamyan.
Then Aram Simonyan reported on the petition to be addressed to YSU Board of Trustees regarding making changes in the structure and staff list of YSU.
In particular it is offered to terminate the positions of vice-rectors on academic affairs, on scientific policy and on international cooperation and to involve their functions in two new positions: a vice-rector on Humanitarian and Social Science Professions and a vice-rector on Nature and Exact Science Professions, which shall coordinate both scientific and educational activity of the fields within their powers.
It is also proposed to terminate the position of YSU vice-rector on students, alumni and public relations as there are no subdivision working under it today. Instead it is planned to create a position of the vice-rector on Foreign Relations which shall coordinate international ties, foreign grants and the ties with Armenian HEIs and organizations, the function of fund raising and the activity of Russian Centre.
Besides, the changes provide for re-organization of Accounting service on the basis of which two subdivisions are to be formed: Department of Accounting and Department of Financial Policy.
After discussing the structural changes the Academic Council confirmed the proposal on submission to the Board of Trustees.
The Vice-Rector on Academic Affairs Menua Soghomonyan reported on the admission for Bachelor program for the academic year of 2019/2020. He reported that there are 328 free places and 1200 paid places, 11 places are provided for Ijevan branch.
The next issue of the agenda related to making changes in “The order of allotting student allowances, state and in-university scholarships”.
Then the chairman of the Commission for Quality Assurance of YSU Academic Council Emil Gevorgyan submitted for the Council confirmation the bachelor and Master programs. He noted that 4 new programs had been discussed and passed through all corresponding procedures.
The Scientific Secretary Levon Hovsepyan reported on making changes in the commissions of YSU Academic Council. He noted that the changes are planned in two commissions- the commission for Legal Acts, Drafts Processing and Expertise and commission for Competitions.
Within the frames of the last issue of the agenda the Press Speaker of the RA Ministry of Defense Artsrun Hovhannisyan made a report on “The military improvements in the context of modern challenges”.
The Accounting commission presented the results of the close, secret voting which confirmed the 6 applications for awarding the scientific degrees of Associate Professor.
At the end of the meeting YSU Rector Aram Simonyan announced his resignation.
