In cooperation with YSU Faculty of Law, the Konrad Adenauer Foundation, and the German Foundation for International Legal Cooperation (IRZ), an event titled "Judicial Independence and the Binding Nature of Law: A Realm of Tensions " was held in the Balian Hall. The event focused on issues related to judicial independence, transparency, and ethics.
The event was attended by representatives of the teaching staff from YSU, as well as students from YSU, French, and American universities in Armenia.
The opening remarks were made by Harutyun Khachikyan, Doctor of Law, Professor, Dean of YSU Faculty of Law, and Anna Margaryan, Doctor of Law, Professor, Head of the Chair of Criminal Law.
The speakers of the event were Winfried Schubert, former president of the Higher Regional Court of Naumburg and former president of the State Constitutional Court of Saxony-Anhalt (Germany), and Gevorg Danielyan, Doctor of Law, Professor, Head of the Chair of Theory and History of State and Law at YSU Faculty of Law. Addressing the fundamental issues of judicial independence, Mr. Danielyan emphasized that, in the context of current realities, the topic has gained unprecedented relevance. He noted that the existing theoretical and legal traditional approaches are no longer capable of fully identifying the accumulated problems and proposing adequate solutions.
During the discussion, the speakers highlighted several issues related to judicial independence, including interference in the activities of judges, the observance of deadlines for judicial proceedings, and the ethical and legal challenges associated with the use of artificial intelligence in the process of making judicial acts.
Together with the students, the issues currently faced in Armenia, Germany, and Europe in general were examined, and proposals for their solutions were presented.
