Chair of Constitutional Law

The Chair of Constitutional Law was founded in 1968. It was called State Law and Soviet Construction, then State and Administrative Law, Constitutional and International Law, and on June 8, 2006, it was renamed the Chair of Constitutional Law.

During its history, the Chair was led by Ph.D., Associate Professor S. A. Osipyan, and the honored figure of the science of ASSR, Professor A. A. Yesayan, Dr., Professor V. R. Nazaryan, Dr., and Professor N. A. Ayvazyan. The YSU Academic Council has elected Professor N.A. Ayvazyan as the honorary head of the Chair for his significant contribution during his long tenure. In 2018 Ph.D., associate professor V. Ayvazyan was chosen as the head of the Chair.

Both theorists and well-known and experienced jurists of the judicial and executive authorities, and law enforcement agencies, including those with teaching experience, are involved in the Chair.

Scientific research is mainly carried out in the framework of constitutional and legal regulation, identification of systemic conflicts, systematization of constitutionality, structuring of transitional statehood, the constitutionality of the economy, adequate understanding and realization of the fundamental principles of the Constitution, constitutional justice, domestic structures of human rights protection, improvement of the status and activity of public authorities, administration, and administrative proceedings and improvement of local self-government.

The Chair is, in fact, an all-university one. It also carries out educational activities in several YSU faculties: International Relations (Political Science), Journalism, and Economics.

The Chair has done significant work in the direction of creating educational literature in the mother tongue. In particular, the textbooks "Constitutional Law of the Republic of Armenia", "Administrative Responsibility in the Republic of Armenia", "Administrative Law in the RA Legal System" (course of lectures), "Administrative Law of the Republic of Armenia", "Human Rights", "Constitutional Control", "Administrative Procedure", as well as  "Municipal Law", "Financial Law of the Republic of Armenia" educational manuals were published.

Chair members regularly give speeches at international and national conferences and seminars, and have published many monographs and many scientific articles. At the same time, they participate in legal comparative studies initiated by various international scientific and educational institutions.

The Chair performs constitutional monitoring of the political and legal global processes taking place in the republic.

The Chair implements the "Human Rights and Constitutional Justice" Master's degree education program.
