Shahinyan was born on December 19, 1906, in Alexandropol (now Gyumri). In 1924 graduated from secondary school, and in 1926 - Yerevan Industrial Technical School and entered YSU Technical Faculty. From the fourth year, he was transferred to the Faculty of Physics and Mathematics, graduating in 1930.
In 1929-1934 A. Shahinyan worked at YSU first as an assistant professor of the Department of Mathematics, then as an associate professor and acting head of the department. In 1929 simultaneously worked at Yerevan Polytechnic Institute. In 1934-1937, Shahinyan studied in postgraduate studies at the Research Institute of Mathematics and Mechanics of Leningrad State University. In 1939, he defended a PhD thesis. From 1938-1944, Shahinyan was the head of YSU higher geometry chair, and from 1939-1942: dean of physics-mathematics faculty. In 1944, Shahinyan defended a doctoral thesis and until 1978 was the head of the chair of mathematical analysis and theory of functions. In 1945, he became a professor.
In 1945, A. Shahinyan was elected a correspondent member of the USSR Academy of Sciences, and in 1947, an academician.
From 1945 to 1950, he was the head of the mathematics and mechanics sector of the Academy of Sciences of the ASSR, and from 1955-1959, the director of the Institute of Mathematics and Mechanics of the Academy of Sciences of the USSR. Shahinyan was Academician-secretary of the Department of Physical and Mathematical Sciences of the Academy of Sciences of the ASSR in 1950-1963.
