NEW DECISIONS, DISCUSSIONS AND REPORTS. THE SESSION OF YSU ACADEMIC COUNCIL WAS HELD
The meeting of YSU Academic Council on 10 agenda items and current issues was held today.
The first item on the agenda was the awarding of academic titles to the professor and associate professor. Naghash Martirosyan, Chairman of YSU Humanitarian Competition Committee and Levon Hovsepyan, Scientific Secretary submitted to the Scientific Council for applications to award 4 Associate Professor and 2 Professor titles.
A counting committee was formed and a secret ballot was announced.
On the next agenda item, YSU Academic Council approved the schedule of the second semester of the 2019-2020 academic year.
Then YSU Chief Accountant Rafik Grigoryan reported on YSU 2019. Revenue and Expenditure Budget Execution (January-December).
The next item on the agenda was the discussion of YSU opinions and suggestions on the RA draft law on Higher Education and Science.
It should be reminded that in December YSU Academic Council set up a committee, which coordinated the received proposals, and then worked out a project on which the board should express its opinion.
Gagik Ghazinyan, Chairman of the Committee on Legal Acts Development and Expertise presented the systemic problems in the project, remarks on the individual adjustments proposed by the project, as well as suggestions for making changes there.
The members of the Scientific Council expressed their positions, disagreements about the draft and came up with new proposals.
There were speeches on the draft.
Dean of the Faculty of Oriental Studies Ruben Melkonyan disagreed with the wording of the draft submitted by the committee.
According to the wording, "there may be cases when people with a candidate's degree are better able to perform management functions but they are exceptions than regularity", considering that government skills are not related to a degree. but also agreeing that the rector of the university should have the highest scientific degree possible.
In response, Gagik Ghazinyan mentioned that there are models in which the Rector acts as a manager, rather than head of scientific and educational processes, coordinator.
Dean of the Faculty of Informatics and Applied Mathematics offered to present clearly whether the draft law is finally acceptable by YSU Academic Council or not.
It was decided to discuss the issue after consuming other items on the agenda.
Armen Tadevosyan, Head of Personnel Management and Legal Department, presented the Statute of the Financial Analysis Department to the Scientific Board for approval, which was adopted.
At the end of the agenda, the counting committee presented the results of the closed secret ballot.
They were confirmed to be awarded scientific degrees.
In the framework of current issues, it was decided to make changes in the composition of the YSU Academic Council legal acts drafting and expert committee.
In addition, it was decided "Eurasian integration. ideas, problems, processes and perspectives »2nd revised Russian work as a textbook to guarantee publication.
It was decided to hold a meeting of the Scientific Council next Friday to discuss proposals to the draft law.
Gegham Gevorgyan, Ruben Melkonyan, Vahe Hovhannisyan and Armen Tadevosyan are the members of the new commission.
